But the same popularity that makes it magnetic also attracts a small (yet stubborn) crop of unlicensed operators looking to turn a quick profit. In 2023 a Detroit‑area boat owner was sentenced to a year in federal prison for running pay‑to‑ride trips in the Playpen without a license, coaching customers to lie when the Coast Guard arrived(news.wttw.com). Far from harmless “side hustles,” illegal charters put passengers at risk, jeopardize legitimate businesses, and carry five‑figure civil penalties—or prison—for operators. This guide distils current Coast Guard policy and local best practice so you can recognize trouble before you step aboard.
The Coast Guard’s 2025 pre‑season bulletin lists fines of up to $49,848 for carrying even six passengers without a licensed captain, $14,988 for operating without the required Certificate of Inspection (COI) when more than six passengers are carried, and $9,624 for skipping the mandatory drug‑testing program for crew(news.uscg.mil). No advertising trail – Paradoxically, many illegal operators do advertise—but only on closed Instagram stories or private WhatsApp threads. Lack of a public footprint can be as telling as an over‑aggressive one.
Improvised boarding ladders at the seawall. Legal charters embark from licensed Chicago Harbors slips; picking up passengers on the fuel dock or the Ohio Street seawall is a common shortcut.
